Al Gergawi stresses success of Global Entrepreneurship Summit

Mohammed Abdullah Al Gergawi, Minister of Cabinet Affairs and Chairman of the Organising Committee for the third Global Entrepreneurship Summit, has announced the conclusion of the current summit, which successfully exceeded expectations.

He commended the presence of the UAE Vice President, Prime Minister and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum and his sponsorship of the two-day event.

"The summit has strengthen the status of the UAE as a staunch supporter of the entrepreneurship in the region. It issued the resolutions and initiatives that will support entrepreneurs locally and regionally and help them establish their projects and develop them", Al Gergawi said.

He noted that the event has highlighted the UAE's model regarding the creation of attractive environment for entrepreneurship and small and medium enterprises on the regional and global levels.

The UAE minister lauded the pioneer initiatives of Sheikh Mohammed at the sidelines of the summit to empower the local businesspersons.

Dubai to host Global entrepreneurship summit

Dubai: Hosting the Global Entrepreneurship Summit- Entrepreneurial Ventures of Arabia (GES-EVA) in Dubai will foster new opportunities, new projects and new jobs as well as enable young talent to enter the labour market, said Mohammad Al Gergawi, UAE Minister of Cabinet Affairs and Chairman of the organizing committee for GES.

The summit will be held under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, from December 11 to 12 at the Dubai World Trade Centre (DWTC).

The event will host the AllWorld Network’s Arabia500 Awards, an international body that identifies fast-growing private companies, with a focus on creating jobs and opportunities for entrepreneurs worldwide.

“The event is an excellent platform to introduce global participants to successful Emirati entrepreneurs, while showcasing the UAE’s achievements in creating an ideal business environment that facilitates creation of projects, and supports their growth regionally and internationally,” said Al Gergawi.

DUBAI, Nov 28 (Reuters) - When Dubai's ruler unveiled plans last week to build a complex housing 100 hotels and the world's biggest shopping mall, the scale of his ambitions recalled the emirate's boom half a decade ago. So did his choice of executives to lead the project.

Mohammed Alabbar, builder of the world's tallest tower, signed documents related to the project in his role as chairman of Emaar Properties, Dubai's top real estate firm.

Sitting next to him was Mohammed al-Gergawi, chairman of Dubai Holding, a conglomerate owned by the ruler. Gergawi played a central role in setting up districts housing Dubai's financial, media and information technology industries.

The businesses of both men suffered when Dubai's corporate debt crisis erupted in 2009, and they adopted lower profiles over the next three years as the government relied on a different set of managers to handle the financial disaster.

But last week's announcement of the multi-billion dollar mall project, which is to include a park larger than London's Hyde Park and an entertainment centre developed with Hollywood's Universal Studios, suggests Alabbar, Gergawi and other high-flying managers who built Dubai are again shaping the agenda.

"Emaar and Dubai Holding are leading the charge. That signals a rehabilitation of two of the Dubai ruler's three former lieutenants who were discredited in the crash," said Jim Krane, author of the book "City of Gold: Dubai and the Dream of Capitalism".

"The return to the fold of these two men, who were iced out during the long recession, could portend a shift away from the conservative minds called in in 2009 to stabilise the city."

CORE GROUP

Alabbar and Gergawi belong to a group of executives, roughly a dozen men, chosen by Dubai ruler Sheikh Mohammed bin Rashid al-Maktoum about a decade ago to develop the emirate.

Most were born in the United Arab Emirates; many were educated at top universities in the United States or Europe. Some are members of old merchant families which have traded around the Gulf for decades, but others are first-generation entrants to the world of big business.

Placed in charge of Dubai's strategic state-linked companies in areas including real estate, ports and banking, they favoured projects which burnished Dubai's reputation as an international business and travel hub: the world's tallest skyscraper, an archipelago of man-made islands in the shape of a palm, an indoor ski slope at a shopping mall.

"I'm frustrated with bureaucracy, I'm frustrated with negative minds and negative thinking because I'm a go-getter; I'm going places all my life," Abbar, in his mid-50s, told Arabian Business magazine in a rare interview last year.

He compared Emaar to a phoenix and said the company was on the brink of a resurgence from the crisis.

Gergawi, 49, got his big break when he launched an office district on the outskirts of Dubai, persuading a foreign bank to lend him $55 million, according to a person close to him. That project brought him closer to Sheikh Mohammed.

Until the global credit crisis burst Dubai's property bubble in 2008, Alabbar, Gergawi and their fellow executives succeeded handsomely; the territory with a population of about 2 million built one of the world's busiest airports, the biggest seaport in the Middle East, and the Gulf's main financial centre.

But Dubai's fall from grace was almost as spectacular as its rise. Real estate prices tumbled over 60 percent in the three years from 2008, obliging Dubai Holding, Dubai World and other state-linked firms to restructure billions of dollars of debt.

Dubai also got a last-minute $10 billion bailout from neighbouring Abu Dhabi to avoid a bond default by palm islands developer Nakheel, and the emirate still faces a wall of debt repayments with an estimated $50 billion in liabilities due between 2014 and 2016.

The crash clipped the wings of many top executives; Sultan Ahmed bin Sulayem, the third business lieutenant identified by Krane, was removed from the helm of Dubai World in 2010 and now chairs port operator DP World.

Sheikh Mohammed turned to two people in particular to repair the damage. One was his uncle, Sheikh Ahmed bin Saeed al-Maktoum, head of the committee overseeing Dubai's financial support fund and chairman of Emirates airline and the Emirates NBD bank.

The other was Mohammed al-Shaibani, who is chief executive at Investment Corp of Dubai, which owns some of the emirate's top corporate assets, and director-general of the Ruler's Court, which supervises and coordinates government departments.

Shaibani helped to orchestrate debt refinancing negotiations with international creditors and also commanded a war on corruption in state-linked entities, which resulted in a wave of management reshuffles and mergers at state-linked firms.

RECOVERY

Now Dubai seems to have repaired most of the damage. While state-linked firms still have plenty of debt, most have succeeded in pushing maturities into the future; property prices have begun recovering and the economy is again growing strongly.

That is an environment in which executives such as Alabbar and Gergawi can pursue their ambitions, as Sheikh Mohammed made clear in a speech announcing the mall project.

"The current facilities available in Dubai need to be scaled up in line with the future ambitions for the city," he said.

There are signs, however, that Dubai's next boom may be managed a little more cautiously than the last.

"The ambition is back but this time I'm confident it's going to be more pragmatic and better managed," said a person familiar with Dubai's inner circles, who declined to be identified due to the sensitivity of the issue. "Everyone's learned the lessons."

Projects announced by Sheikh Mohammed this month will rely on the retail and entertainment spending of tourists from around the Gulf, India and elsewhere, rather than Dubai's fickle real estate market, which was the focus of the last boom.

Khalaf Ahmad al-Habtoor, founder and chairman of the Al Habtoor Group and one of the band of top Dubai executives, said the emirate had learned from its experience and was now able to handle its debt better than many Western countries.

"Nobody in the world succeeds or becomes a pioneer unless he makes mistakes. It's a price that we sometimes have to pay," Habtoor told Reuters. "Yes, Dubai has debt...but who doesn't?"

Swiss Re estimates burden from Hurricane Sandy at $900 million

The insurer's estimate is subject to a higher than usual degree of uncertainty and may need to be subsequently adjusted.

Hurricane Sandy, which made landfall in the US on 29 October 2012, caused high winds and storm surge, resulting in extensive flooding and loss of life and property. Before it hit the US, Hurricane Sandy affected the Caribbean and The Bahamas.

"Swiss Re extends its sympathies to the families, communities and businesses affected by Hurricane Sandy, and especially to those who have lost loved ones and livelihoods in the storm," says Michel Liès, Group Chief Executive Officer. "Swiss Re will support our clients and partners in tackling this challenging situation, as we have done in so many instances in the past."

Swiss Re estimates its claims burden to be around $900 million, net of retrocession and before tax. This estimate is subject to change as the claims assessment process continues. Overall market losses are estimated at a range of $20 - 25 billion.

Sheikh Mohammed receives Prince Khalid Al Faisal

The Vice President and Prime Minister and Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, on Sunday received at Zabeel Palace the Governor of Makkah Province in Saudi Arabia Prince Khalid Al Faisal.

Sheikh Mohammed and Prince Khalid exchanged views on a number of mutual issues. They also discussed initiatives on the Arabic language, especially in schools and higher education institutions.

Prince Khalid praised the initiative on Arabic launched by Sheikh Mohammed last year to support the language in schools and universities so as to protect and implant it in the minds of young generation.

He hailed the progress being experienced by the UAE led by its wise leadership, citing the world class infrastructure of Dubai city.

Africa: White House Hosts International Entrepreneurs

Washington — In advance of the upcoming Global Entrepreneurship Summit in Dubai December 11-13, the White House convened a who's who of self-made businesspeople for a Celebration of Global Entrepreneurship.

Former secretary of state Madeleine Albright is chair of the Partnership for a New Beginning (PNB), launched in response to President Obama's 2009 speech in Cairo in which he promised to "deepen ties between business leaders, foundations and social entrepreneurs in the United States and Muslim communities around the world." PNB focuses on generating economic opportunity through people-to-people exchanges between the United States and majority Muslim societies.

Albright described Microsoft and the Intel Corporation's initiative in Tunisia to mentor students in leadership and commercial skills, as well as a delegation of American investors in the West Bank who have provided training and business opportunities to young entrepreneurs.

"In a world where technology is increasingly dominant," Albright said, "the gap is growing rapidly between those who have access to modern education and training and those who do not. It has been said that history is a race between education and catastrophe and that is, obviously, a race we must win."

Deputy Secretary of State Thomas Nides spoke of entrepreneurship as the heart of the administration's economic statecraft. "We can't have stable societies without economic opportunity," Nides said, "and nothing creates opportunity like entrepreneurship." Nides spoke of entrepreneurs' need for "open, free and fair regulatory systems and policy environments that favor risk-taking. They need a business climate that makes it easy to start a business and get financing; where legal certainty increases investor confidence; and where failure is just part of the experience, not the end of a career."

Mohammed Al Gergawi, minister of Cabinet affairs for the United Arab Emirates, who will host the Global Entrepreneurship Summit, highlighted measures the UAE has taken that have made it a role model for entrepreneurship in the Arab world. He stressed the importance of gender equality in creating an atmosphere in which new ideas can thrive.

The centerpiece of the day's events was a series of open discussions among entrepreneurs both experienced and just starting out.

Three 2011 winners of the Global Innovation through Science and Technology (GIST) Tech-I competition described their entrepreneurial ventures and the lessons they have learned.

Ziad Sankari from Lebanon founded CardioDiagnostics, a biomedical startup, after his father died from a heart attack. Hind Hobeika, also from Lebanon, is using her background in athletics and engineering to create tools to track and improve athletes' performance. Greenovation Technologies was started by Hasanul Qader Mirza with an eye toward helping the poor of Bangladesh with an affordable and sustainable housing material called Jutin.

The three young entrepreneurs shared their experiences in raising capital, the importance of mentors and how they look to the entrepreneurial climate in the United States as a model. "We need to build more bridges" with innovators in the United States, Hobeika said. In Bangladesh, Mirza said, "we have the ideas, but we don't know how to implement them."

These challenges set the stage for the session with the more seasoned entrepreneurs, or, as Jeff Hoffman suggested it should be called, "Ask an Old Guy." Hoffman, who founded Priceline.com and several other successful companies, was joined by Usama Fayyad, who leads the OASIS-500 investment fund in Jordan that is committed to funding 500 Internet and technology startups, and Bill Reese, the president and chief executive of the International Youth Foundation.

Entrepreneurs are not born, Fayyad said. "Entrepreneurship is a bunch of habits you develop." The entrepreneurial spirit, he said, "is a virus -- a good virus."

Mohammad stresses value of human capital

Dubai: His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, attended the Distinguished Leadership seminar organised by the Shaikh Khalifa Government Excellence Programme at the Ministry of Cabinet Affairs.

Shaikh Hamdan Bin Mohammad Bin Rashid Al Maktoum, Dubai Crown Prince, and Shaikh Maktoum Bin Mohammad Bin Rashid Al Maktoum, Deputy Ruler of Dubai, also attended the event.

The seminar was presented by David Ulrich, an expert in the field of human resource management and leadership preparation programme. The event discussed findings of recent studies on leadership.
Shaikh Mohammad affirmed the important role of the UAE leadership in setting up a working plan for excellence and achieving best governmental practices to provide the best quality of services to the public line with UAE Vision 2021.

“The efficient leader is one who makes leaders and trains others on how to gain leadership skills and utilise them effectively,” Shaikh Mohammad said.

He urged those at an executive leadership level to strive for more knowledge and acquaint themselves with the latest developments pertaining to effective leadership, besides exchanging creative ideas with their teams in order to enhance their expertise and help them develop new methodologies.
“We deeply believe that there is no such thing as ‘impossible’ and each issue has a key to its solution,” Shaikh Mohammad said.

Shaikh Mohammad underlined the importance of investment in human capital saying it remained the true wealth of the nation. “I feel extremely happy when I see Emiratis in leading positions who are armed with education and experience, and utilise them in better serving their nation. We will spare no effort to support our ambitious citizens through human development and preparing a generation of leadership capable of leading government institutions and pushing them towards new horizons of success,” he added.

Dr Anwar Mohammad Al Gergawi, minister of cabinet affairs, senior officials, and 400 employees from various governmental bodies, were present at the seminar.

Mohammed issues decree to reshuffle DMI Board of Directors

Vice-President and Prime Minister of the UAE and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum, in his capacity as Ruler of Dubai, has issued a decree to reshuffle the Board of Directors of Dubai Media Incorporated (DMI) under the chairmanship of Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai and Chairman of the Dubai Technology and Media Free Zone Authority.
According to the decree, Sami Al Qamzi has been appointed Deputy Chairman.
The decree names the following as members; Awadh Hadir Al Muhairi, Muna Ghanem Al Marri, Jamal Howaireb, Amina Al Rustamani, Abdulhamid Jumaa, Hala Bedari, Mohammed Saif Al Muqbali and Ali Sultan Al Hadad.
Sheikh Mohammed issued another decree appointing Muna Ghanem Al Marri as Director-General of Media Office of Dubai Government.
He also issued a decision appointing Ahmed Saeed Al Mansouri as Director General of DMI TV channels and Dhaen Shaheen as Director General for publishing sector at DMI.
The decrees were issued during Sheikh Mohammed's meeting with local media officials in Dubai.
Sheikh Mohammed stressed during the meeting the need for implementation of de-centralisation in administration so as to allow chance for innovation and creativity far from routine and bureaucracy, as well as training of the leaders of second and third classes in line with the strategy of Dubai Government.
He expressed his satisfaction about the general performance of DMI, urging all the employees to abide with the professional measures and teamwork spirit.

The board of directors will be chaired by His Highness Sheikh Mohammed bin Rashid, with Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, as Vice-Chairman, and Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, Sheikh Ahmed bin Saeed Al Maktoum, Chairman of Dubai Aviation Authority, and Mohammed Ibrahim Al Shaibani, Director-General of the Court of His Highness the Ruler of Dubai, in addition to his work as Chief Executive Officer of Investment Corporation of Dubai as the other board members.
The Vice President and Prime Minister of the UAE, His Highness Sheikh Mohammed bin Rashid Al Maktoum, in his capacity as the Ruler of Dubai, has issued decree no.17 of 2012 establishing the Board of Directors of the Investment Corporation of Dubai".
Sheikh Mohammed also issued decree No. 18 of 2012 forming the Board of Directors of the Mohammed bin Rashid Housing Establishment.
The Board will be chaired by Mohammed Ibrahim Al Shaibani, with Hussain Nasser Lootah as Vice-Chairman and Sultan Butti bin Mejren, Abdullah Ahmed Al Habbai, Abdullah Fadel El Mazroui, Obaid Saeed Bin Meshar and Sami Abdullah Gargash will be board members.
His Highness Sheikh Mohammed also issued Law No. 9 of 2012 amending some provisions of Law No. 8 of the year 1997 on the organisation of the Dubai Chamber of Commerce & Industry.
The law and decrees shall be effective from the date of issuance and shall be published in the Official Gazette.

Sheikh Mohammed selects eight 'Expo Ambassadors'

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has selected eight individuals to serve as “Expo Ambassadors” to support the country’s bid to host the 2020 World Expo in Dubai.
These Expo Ambassadors, who were selected based on the quality of their submission to the recently concluded “Be part of it” competition, will represent the UAE at a high-level reception in Paris, France, on November 21. The reception will take place on the eve of the country’s upcoming presentation to the General Assembly of the 161 member nations of the Bureau International des Expositions (BIE), the international organisation responsible for overseeing the bidding, selection and organisation of World Expos.
His Highness Sheikh Mohammed bin Rashid also selected three youth winners, who will receive special recognition for their submissions, along with opportunities to represent the UAE’s Expo 2020 bid, such as participating in Expo-themed outreach programmes at educational institutions across the country.
These winners, who symbolise the diversity and inclusiveness of the UAE, represent the very best essays, poems, photographs, artworks and short films from among all of the entries submitted over the past four months in response to the question: Why should the UAE be chosen to host the world in 2020?
The eight Expo Ambassadors include:

Dubai, UAE is competing against four other candidate cities bidding to host the 2020 World Expo, including Ayutthaya (Thailand); Ekaterinburg (Russia); Izmir (Turkey); and Sao Paulo (Brazil). The winning city will be announced in November 2013 following a vote by the 161 member nations of the BIE.

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of UAE and Ruler of Dubai, honoured the latest batch of executive leaders to complete the UAE Government Leaders Programme in a special ceremony at the Grand Hyatt - Dubai on Tuesday.

On the occasion, Sheikh Mohammed gave a speech highlighting the importance of investing in human capital; a principle forged by the blessed march of the Union in 1971 and evolved into a future vision that still drives the development of the Emirati element in all aspects to serve the community.

Speaking to future Emirati leaders in various fields of specialty, Sheikh Mohammed urged the graduates to continue their quest for knowledge and build the required expertise and know-how to tackle future challenges, adding that special focus will be given to fresh Emirati graduates who are bursting with energy.

Sheikh Mohammed stressed that achievement is the true criterion of evaluating governments, leaders and executives. "We dedicate our achievements to UAE President His Highness Sheikh Khalifa bin Zayed Al Nahyan who is the patron of the development march in the UAE," Sheikh Mohammed said.

"I take pride in distinct Emirati leaders and executives who have fulfilled their national duty and worked relentlessly to benefit their institutions and the UAE community," Sheikh Mohammed added. "Successful leaders hold the key to a bright future... It is they who will see to it that UAE Vision 2021 is fulfilled," His Highness said.

Touching on the subject of future challenges, Sheikh Mohammed urged graduates of the UAE Government Leaders Programme to maintain their passionate quest for excellence. "The people of the UAE expect you to surpass all challenges and march on with high spirits to place your country at the forefront. We believe that you are up to the challenge and that you will succeed," Sheikh Mohammed continued.

Sheikh Mohammed concluded his speech asking the graduates to be forward looking. His Highness said "Never look back, he who wants development always looks ahead. Believe in yourselves, inspire your employees and create a challenging work environment where teams work in perfect harmony with aims to achieve goals."

Prior to the distribution of certificate, Sheikh Mohammed was briefed on the newly-adopted vision by the Federal Authority for Government Human Resources to develop the UAE Government Leaders Programme as per the best international standards. Sheikh Mohammed directed the programme to include a "Young Leaders" category in the programme agenda aimed at creating executive leaders at all levels.

Applauding the vision of Sheikh Mohammed bin Rashid Al Maktoum, Chairman of the Federal Authority for Government Human Resources Humaid Al Qattami delivered a speech in which he announced the adoption of a new comprehensive framework for the programme in the areas of sourcing Emirati talent and providing them with complete training to create the next generation of executive leaders in all government entities.

Sheikh Mohammed then took the stage and distributed certificates on the graduates, wishing them further advancements in their careers and praising their role in serving their country.

يشغل سمو الشيخ حمدان بن محمد بن راشد ال مكتوم منصب رئيس المجلس التنفيذي لامارة دبي وهو المجلس المعني بمتابعة شؤون الامارة والدوائر الحكومية العاملة فيها.

وقد تمكن المجلس بفضل اشراف سموه ومتابعته من تحقيق مجموعة من الانجازات المهمة من ابرزها خطة دبي الاستراتيجية التي تم اعلان ملامحها في فبراير 2007 لتضع اساسا عمليا دقيقا لنهج التطوير والتحديث في دبي حتى العام 2015 .

سمو الشيخ حمدان بن محمد من مواليد الرابع عشر من نوفمبر من العام 1982 وقد تلقى دراسته الثانوية في مدرسة راشد الخاصة قبل التوجه الى بريطانيا لاستكمال دراسته حيث تخرج في اكاديمية ساندهيرست العسكرية الملكية وهي احدى اعرق الكليات العسكرية في العالم.. واضافة الى دراسته العسكرية حصل سموه على عدد من الدورات التدريبية الاقتصادية المتخصصة في كلية لندن للاقتصاد وكلية دبي للادارة الحكومية.

يتمتع سمو الشيخ حمدان بن محمد بمميزات القائد ورؤيته الاستراتيجية التي استقى اسسها من والده صاحب السمو الشيخ محمد بن راشد ال مكتوم نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي والذي تتلمذ على يديه واكتسب منه الكثير من السمات القيادية.

والى جانب مسؤولياته السياسية يرأس سمو الشيخ حمدان بن محمد بن راشد مجلس دبي الرياضي كما يرأس مركز دبي للتوحد وذلك في اطار اهتمامات سموه الانسانية المتعددة.

Biography of Mohammad Al Gergawi

Mohammad Abdullah Al Gergawi is the Minister of Cabinet Affairs in the Federal Government of the United Arab Emirates#. He leads the development of the UAE Federal Government Strategy and oversees its overall delivery and performance.

Early Life and Educational Background

Al Gergawi was born in Dubai in 1963. He completed his primary and secondary school education in the emirate. He subsequently went on to attain a Bachelors Degree in Business Administration in the USA.

Political Career

Al Gergawi was appointed Chairman of the Executive Office of Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai. In 2003, he became the first Secretary-General of the Dubai Government’s Executive Council. In 2006 he assumed the post of Minister of Cabinet Affairs, in charge of the Secretariat of the Cabinet and the Prime Minister’s Office, which oversees the Federal Strategy and delivery of the Federal Government and various ministries. He subsequently became Deputy Chairman of the Ministerial Council for Services, among other positions.

Notable Initiatives

In 2007, Al Gergawi was appointed Chairman of the Mohammed bin Rashid Al Maktoum Foundation#. He also serves as Chairman of the Emirates Competitiveness Council#, Deputy Chairman of the Emirates Investment Authority and led the launch of the UAE Government Leaders Program.

While serving in various capacities, Al Gergawi has overseen several initiatives such as the launch of Knowledge Village#, Dubai Healthcare City#, Sheikh Mohammed bin Rashid Arab Management Award and Mohammed bin Rashid Program for Leadership Development. He was at the center of the launch of the Dubai Strategy#; supervised the inception of the Dubai Government Excellence Award; and was the first Coordinator of the Dubai Shopping Festival, among other initiatives.

Business Contributions

Al Gergawi has led various developments during his tenure as Chairman of the Senior Executive Board of Dubai Holding, from 2004 until the present day. He has also held  the chairmanship of the Dubai Investment and Development Authority#, and played a central role in the establishment of the Dubai International Financial Center and the Dubai Quality Award.

Al Gergawi is a member of the UAEU Council, and member of Abu Dhabi University's Board of Trustees. He is an Honorary Fellow of the London Business School#, and Founding President of the Dubai School of Government. He also led the establishment of the Dubai Institute for Human Resource Development.

Media Contributions

Al Gergawi was assigned to establish Dubai Media Incorporated as Managing Director. He oversaw the inception of Dubai Media City#, Dubai Internet City, the Dubai Press Club, the Arab Journalism Award and chaired the Organizing Committee of the Arab Media Forum in 2001.

Charity and Social Contributions

Al Gergawi contributed to the inception of the Dubai Autism Center#. He is one of the founders of the UAE Disabled Sports Federation. In addition, he has chaired Al Ahli Sports Club.

In 2004 Al Gergawi became the Founding Chairman of the Young Arab Leaders#, and Chairman of the Organizing Committee of the Arab Strategy Forum in 2006.

International Contributions

Al Gergawi is a regular delegate at the World Economic Forum in Davos#, in addition to presiding over the meetings of the Global Agenda. He also chaired the session "World Economic Forum on Growth" held in China in 2007. In 2005 he served as Co-Chairman of the India Economic Summit.

Awards & Recognition

Al Gergawi has been the recipient of several honors and awards. These include the Moroccan Royal Order of Merit#, which was bestowed on him by King Mohammad VI of Morocco in 2005. He was also awarded the American Business Award from the American Business Council in 2000, among others.

حياته ودراسته

ولد القرقاوي في دبي، التي أتم فيها دراسته الابتدائية والثانوية، عام 1963 لينتقل بعدها إلى ولاية ميتشيغان الأمريكية التي نال منها درجة البكالوريوس في إدارة الأعمال.

المناصب المحلية

كان لافتاً تقلد القرقاوي للعديد من المناصب الهامة في إمارة دبي خلال فترة قياسية، حيث كان من الفريق المُكلف من قبل حاكم دبي الشيخ محمد بن راشد آل مكتوم، لتطوير دبي. وتمثلت أهم هذه المناصب في: رئيس المكتب التنفيذي لمكتب الشيخ محمد بن راشد آل مكتوم، ومنصب أول أمينٍ عامٍ للمجلس التنفيذي في حكومة دبي عام 2003، إذ جرى تكليفه من قبل سموه مباشرةً لإطلاق عددٍ من المشروعات والمبادرات الاستراتيجية الخاصة بدبي وعلى رأسها: إطلاق استراتيجية دبي، المشرف على تطوير برنامج دبي للأداء الحكومي المتميز، أول منسق لمهرجان دبي للتسوق وغيرها من المناصب.

مساهمات قطاع الأعمال

انخرط القرقاوي في قطاع الأعمال في إمارة دبي وتجلى دوره في هذا القطاع عبر ترأسه المجلس التنفيذي لمجموعة دبي القابضة منذ العام 2004 ولغاية الآن. كما اضطلع برئاسة مجلس إدارة هيئة دبي للاستثمار والتطوير، ويُسجل له دوره في إنشاء مركز دبي المالي العالمي، وإطلاق "مهرجان دبي للتسوق" و"مفاجآت صيف دبي"، وتأسيس جائزة دبي للجودة.

النشاط العلمي

يضطلع القرقاوي بعدة مناصب في الحقل العلمي منها عضويته لمجلس جامعة الإمارات ومجلس أمناء جامعة أبوظبي، وهو زميل في كلية لندن للأعمال، إضافة إلى كونه الرئيس المؤسس في كلية دبي للإدارة الحكومية ومعهد دبي لتنمية الموارد البشرية.

الإسهامات الإعلامية

كلف صاحب السمو الشيخ محمد بن راشد آل مكتوم القرقاوي بإطلاق مؤسسة دبي للإعلام، والقرقاوي منصب نائب رئيس المجلس الوطني للإعلام، والمشرف على تأسيس نادي دبي للصحافة، والمشرف على إطلاق جائزة الصحافة العربية، وترأس اللجنة المنظمة لمنتدى الإعلامي العربي في عام 2001 . وتعد مدينة دبي للإعلام ومدينة دبي للإنترنت من النقاط البارزة التي ميزت مسيرة القرقاوي في هذا المجال.

التنمية المجتمعية

يُعرف عن القرقاوي نشاطاته المجتمعية، والتي تجلت في تأسيسه مركز دبي للتوحد، وترأسه مجلس إدارة النادي الأهلي. كما يعد أحد مؤسسي اتحاد الإمارات لرياضة المعاقين.

الأنشطة الإقليمية

والقرقاوي عضو ناشط إقليمياً، حيث أسس ورأس منظمة القيادات العربية الشابة في العام 2004، ويرأس اللجنة المنظمة للمنتدى الاستراتيجي العربي 2006.

يعتبر القرقاوي من الضيوف الدائمين في المنتدى العالمي في دافوس، إضافة إلى كونه المشرف على اجتماعات مجالس الأجندة العالمية. ويترأس دورة "المنتدى الاقتصادي العالمي حول النمو" الذي انعقد في الصين عام 2007، فضلاً عن انخراطه في قمة الهند الاقتصادية عام 2005 كرئيس مشارك.

تقلد القرقاوي عدداً من الجوائز والأوسمة تكريماً لإنجازاته في مجالاتٍ شتى كان أهمها: الوسام الملكي المغربي من جلالة العاهل المغربي محمد السادس عام 2005، والجائزة الأمريكية للأعمال عام 2000.

Al Gergawi: SME sector is a major factor of economic growth in the region

His Excellency Mohammed Al Gergawi, Minister of Cabinet Affairs and the president of the organizing committee of Middle East SME, a forum for SMEs, emphasized that the forum, which is the largest in the region, reflects the UAE Leadership's support to the youth in view of the importance of this sector in the future economic growth in the region.

His Excellency said the Middle East SME will represent a major international forum aiming at sustainable development in the sector through developing government policies and funding, integrating SME effectively in the national economic circle and encouraging youth innovation and creativity.

The forum will be organised at the Dubai World Trade Centre from 11 to 13 December 2012, offering a platform for public and private sectors, financial corporations and experts to create business opportunities for the youth in the region, address SME challenges and find suitable solutions.

His Excellency said that the UAE Leadership believes in youth capabilities and the great opportunities which can be generated by this sector, as the UAE had launched many initiatives during the past years to support youth projects, and these initiatives have enhanced the UAE experience in this vital sector.

The Middle East SME seeks to find a platform that addresses the challenges facing the SME sector in addition to providing the opportunities for initiative owners from the youth to present their plans and projects to decision makers representing government, semi government and private sectors.

Innovative Activities

The Middle East SME will organise a number of initiatives such as awards for investment and ideas, enabling owners of projects and initiatives to present their ideas to international experts and investors.

صاحب السمو الشيخ خليفة بن زايد آل نهيان هو ثاني رئيس لدولة الامارات العربية المتحدة، التي أُعلن قيامها في الثاني من ديسمبر عام 1971، وهو الحاكم السادس عشر لإمارة أبوظبي، كبرى الإمارات السبع المكونة للاتحاد .

تولّى سموه سلطاته الدستورية الاتحادية رئيسا للدولة، وأصبح حاكما لإمارة أبوظبي في الثالث من نوفمبر من عام 2004، خلفاً لوالده "المغفور له بإذن الله" الشيخ زايد بن سلطان آل نهيان، الذي انتقل إلى جوار ربه في الثاني من نوفمبر من عام 2004 .

ولد سموه عام 1948 م، في المنطقة الشرقية لإمارة أبوظبي، وتلقّى تعليمه الأساسي في مدينة العين حاضرة المنطقة ومركزها الإداري، وهو النجل الأكبر للمغفور له الشيخ زايد بن سلطان آل نهيان. أما والدته فهي سمو الشيخة حصة بنت محمد بن خليفة بن زايد آل نهيان .
ويعود نسب سموه إلى قبيلة بني ياس التي تُعدّ القبيلة الأم لمعظم القبائل العربية، التي استوطنت ما يعرف اليوم بدولة الإمارات العربية المتحدة، وقادت حلفا من القبائل العربية، عُرف تاريخياً باسم "حلف بني ياس ".
واكب سموه مسيرة والده الشيخ زايد بن سلطان آل نهيان في جميع مراحلها، وكان أول منصب رسمي يشغله هو "ممثل الحاكم في المنطقة الشرقية، ورئيس المحاكم فيها"، وذلك في 18 سبتمبر عام 1966م، وكان لهذا المنصب أهمية كبيرة في حياته، وخلال وجوده بمدينة العين أُتيحت لسموه فرصة واسعة للاحتكاك اليومي بالمواطنين، والاطّلاع على أحوالهم، والتعرف على تطلعاتهم وآمالهم .

عُيّن ولياً لعهد إمارة أبوظبي في الأول من فبراير عام 1969، ورئيساً لدائرة الدفاع، وتولّى بحكم منصبه قيادة قوة الدفاع في الإمارة، ولعب دوراً أساسيا في تطويرها، وتحويلها من قوة حرس صغيرة، إلى قوة متعددة المهام، مزودة بمعدات حديثة .

وفي الأول من يوليو عام 1971 تولّى صاحب السمو الشيخ خليفة رئاسة أول مجلس وزراء محلي لإمارة أبوظبي، إضافة إلى تقلّد حقيبتي الدفاع والمالية في هذا المجلس .

بعد إعلان الدولة الاتحادية، شغل سموه إلى جانب مسؤولياته المحلية، منصب نائب رئيس مجلس الوزراء في الحكومة الاتحادية، التي تم تشكيلها في ديسمبر عام 1973 .

وفي فبراير من عام 1974، وبعد إلغاء مجلس الوزراء المحلي، أصبح سموه أول رئيس للمجلس التنفيذي الذي حل محل مجلس وزراء الإمارة، في اختصاصاته جميعها .

وخلال رئاسته للمجلس التنفيذي أشرف وتابع مشاريع التطوير والتحديث التي شهدتها الإمارة كافة، وقد أعطى سموه اهتماماً كبيراً لمشاريع تطوير وتحديث البنية التحتية، ومرافق الخدمات المختلفة. وعمل على بناء جهاز إداري حديث، ومنظومة تشريعية متكاملة، باعتبار ذلك أساسا لعملية التنمية الاقتصادية والاجتماعية .

وإلى جانب مسؤولياته على رأس المجلس التنفيذي تولى سموه في العام 1976 تأسيس ورئاسة جهاز أبوظبي للاستثمار، الذي يشرف على إدارة الاستثمارات المالية للإمارة، ضمن رؤية إستراتيجية لتنمية الموارد المالية وللمحافظة على مصادر دخل مستقرة للأجيال المقبلة.

ومن بين أبرز مبادرات سموه التنموية التي تركت أثرا اجتماعيا عميقا، إنشاء دائرة الخدمات الاجتماعية والمباني التجارية، التي عُرفت بين الناس (بلجنة الشيخ خليفة)، وقد ترجمت أنشطة هذه الدائرة وساعدت في ازدهار النهضة العمرانية في إمارة ابوظبي .
تولّى سموه منصب نائب القائد الأعلى للقوات المسلحة في الحكومة الاتحادية وقد أولى سموه عناية فائقة، واهتماماً متزايداً بالقوات المسلحة، فشهدت خلال تلك الفترة طفرة كبيرة على صعيد التجهيز، والتدريب، والقدرة على استيعاب التقنيات الحديثة، والأساليب المتطوّرة، التي حرص سموه على توفيرها لقطاعات هذه القوات كافة .

ويحسب لسموه إسهامه في صياغة عقيدة عسكرية، مستمدة من ثوابت السياسة العُليا للدولة، والقائمة على انتهاج سياسة الاعتدال، وعدم التدخّل في شؤون الآخرين، واحترام المصالح المتبادلة، ففي ضوء هذه الثوابت عمل سموه على صياغة سياسة دفاعية تقوم على صيانة استقلال وسيادة الدولة ومصالحها. وقد أسهمت هذه السياسة في وضع القوات المسلحة الإماراتية في موقع متقدّم، أكسبها احترام العالم،

وبعد توليه مقاليد الرئاسة تم اطلاق اول خطة استراتيجية لحكومة دولة الامارات العربية المتحدة في عهد سموه، كما أطلق سموه مبادرة لتطوير تجربة السلطة التشريعية،  لتعديل أسلوب اختيار أعضاء المجلس الوطني الاتحادي، بحيث يتم الجمع بين الانتخاب والتعيين كخطوة أولى، تتيح في نهاية المطاف اختيار أعضاء المجلس عبر انتخابات مباشرة .

ويهتم سموه بمتابعة مختلف الأنشطة الرياضية في الدولة لاسيما كرة القدم، و يحرص على رعايتها و فضلا عن تكريم الفرق الرياضية المحلية التي تحقّق إنجازات أو بطولات محلية أو اقليمية أو دولية .

في الرابع من يناير عام 2006، تولى صاحب السمو الشيخ محمد بن راشد آل مكتوم ولاية الحكم في إمارة دبي، بعد رحيل أخيه الشيخ مكتوم بن راشد آل مكتوم بتاريخ 4 يناير2006 .

ومنذ تولي صاحب السمو الشيخ محمد بن راشد آل مكتوم مهامه نائباً لرئيس الدولة ورئيساً لمجلس الوزراء وحاكماً لإمارة دبي، تسارعت وتيرة الإنجازات وتعددت أوجه المبادرات .

فقد شهد العام 2007 إنجازات لحكومة صاحب السمو الشيخ محمد بن راشد آل مكتوم على المستوى المحلي والإقليمي، ففي السابع عشر من أبريل تم الكشف عن ملامح إستراتيجية حكومة دولة الإمارات ، التي وضعت ضمن أهدافها تحقيق تنمية مستدامة في جميع مناطق الدولة، واستثمار الموارد الاتحادية بشكل أكثر فعالية، بالإضافة إلى ضمان أكبر قدر من المتابعة والمحاسبة والشفافية في عمل الأجهزة المختلفة .

أما على المستوى الإقليمي، فإن أبرز الانجازات هو إعلان سموه في التاسع عشر من مايو عن إطلاق "مؤسسة محمد بن راشد آل مكتوم"؛ والتي تعتبر المبادرة التنموية الأكبر من نوعها على مستوى المنطقة، بوقف قدره 10 مليارات دولار بهدف تطوير وإقامة قاعدة معرفية عن طريق محاور إستراتيجية عدة، تتمثل في بناء جيل من قادة المستقبل في القطاعين العام والخاص، والارتقاء بمستوى البحث العلمي والتطوير ونشر المعرفة وتحفيز الريادة في الأعمال، وتمكين الشباب من الإبداع والابتكار، وتجديد مفهوم الثقافة والمحافظة على التراث، وترويج قواعد التقارب بين مختلف الثقافات .

محمد عبدالله القرقاوي ...سيرة ذاتية

عندما توفي والده وهو في التاسعة من عمره، لم يترك له ولأسرته، وهو التاجر المتوسط، شيئا سوى المنزل الذي يقطنه في وسط سوق دبي، فلم يبق لمحمد بن عبد الله القرقاوي سوى اللعب في أزقة السوق، والحلم بما يحمل له المستقبل. غير أنه بالتأكيد لم يكن يعلم، أو تحديدا يتوقع، أن تطوف به السنون ليصبح وزيرا، وفي نفس الوقت رجل اقتصاد يدير واحدة من أكبر الشركات في المنطقة. ولم يكن القرقاوي إلا واحدا من عشرات الآلاف من الموظفين الحكوميين، كان من الممكن أن يبقى كذلك طويلا، لولا أن «عين» الشيخ محمد بن راشد آل مكتوم نائب رئيس الإمارات العربية المتحدة رئيس مجلس الوزراء حاكم دبي، اصطادته من بين هؤلاء الآلاف، واختاره عبر برنامج سري لتقييم الموظفين. وهنا يقول القرقاوي «كانت بالفعل مفاجأة، فلم أكن أعلم أن شخصية بحجم الشيخ محمد بن راشد تتابعني شخصيا.. لكن هذا ما حدث».

وإذا كان الكثيرون يعرفون ويسمعون عن مجموعة دبي القابضة، وهي الذراع الاستثمارية لحكومة دبي، فهم بالتأكيد يجهلون البداية الفعلية لشركة تصل قيمة مشاريعها نحو 100 مليار دولار، والبداية كانت عبر مغامرة قام بها فريق إماراتي شاب يقوده القرقاوي عندما نفذوا رؤية حاكم الإمارة بإنشاء مدينة دبي للانترنت ومدينة دبي الإعلامية. وعندما أراد هذا الفريق تأسيس شركة تجارية لإدارة المدينتين، طلبوا قرضا حكوميا لكن ذلك لم يحدث، فاضطروا إلى مخاطبة بنك «أتش.أس.بي..سي» hsbc، وهو الوحيد الذي وافق على إقراضهم 200 مليون درهم (نحو 55 مليون دولار).

كانت هذه هي البداية الفعلية للمجموعة المليارية الحالية، وغني عن القول إن كثيرين يعتقدون أن المجموعة بدأت بدعم حكومي، لكن الحقيقة تشير إلى أن مخاطرة على مستوى عال، ورغبة جامحة في النجاح، كانت هي البداية الحقيقية لشركة بحجم دبي القابضة.

يبتسم القرقاوي، وهو يتذكر أنهم وبعد تأسيس المدينتين (الانترنتية والإعلامية) استأجروا مكاتب لإدارة عملهم الجديد، ولم يكن المبنى فقط هو من استأجروه، بل أيضا الأثاث المكتبي هو الآخر كان مستأجرا، ولمن يسأل لماذا هذا «التقتير»، فإن الإجابة هي لأن قرض الـ200 مليون درهم كان يشكل هاجسا كبيرا لإدارة الشركة.. وأراد الفريق الشباب أن يستفيد من كل «فلس» للوصول إلى تسديد المبلغ من دون أية مغامرة غير محسوبة، وهو ما تمكنت منه إدارة الشركة بصورة سريعة.

«دبي القابضة» تشرف على التوجهات الاستراتيجية لنخبة من الشركات الكبرى التي تنشط في قطاعات متنوعة تتضمن الاستثمارات والخدمات المالية، والرعاية الصحية، والتقنيات الحيوية، والسياحة، والإعلام، والتكنولوجيا، والتطوير العقاري، والصناعة، والطاقة. وتضم المجموعة 170 شركة، ويعمل لديها أكثر من 34 ألف موظف.

وبعد «دبي القابضة» تم تعيين محمد القرقاوي أمينا عاما للمجلس التنفيذي لدبي، (الحكومة المحلية)، ثم كان له موعد مع المكتب التنفيذي لدبي، حيث يقوم هذا المكتب بالإشراف على الاستراتيجيات والخطط والدراسات التي تعرض على حاكم دبي.

وعندما تسلم الشيخ محمد بن راشد آل مكتوم سدة رئاسة مجلس الوزراء في دولة الإمارات في مارس (آذار) عام 2006، عين القرقاوي وزيرا لشؤون مجلس الوزراء، وهو يقود عمليات تطوير استراتيجية الحكومة الاتحادية، كما يشرف على آليات التنفيذ وتحسين الأداء.

وإذا كان القرقاوي يتقلد ثلاثة مناصب رسمية، هي رئيس مجلس إدارة دبي القابضة، ورئيس المكتب التنفيذي في دبي، ووزير الدولة لشؤون مجلس الوزراء، فإنه عضو في الكثير من المؤسسات والمجالس الحكومية، منها، على سبيل المثال لا الحصر، أنه نائب لرئيس جهاز الامارات للاستثمار ونائب لرئيس المجلس الوطني للإعلام (وزارة الاعلام). لكن القرقاوي يستغرب من سؤاله عن كيفية تمكنه من إدارة كل هذه الأعباء في نفس الوقت، فهو يرى أن 24 ساعة يوميا، كفيلة بأن ينجز منها الانسان الشيء الكثير، ويبقى منها أيضا الكثير للهوايات والأسرة. ويقول «كنا نسأل الشيخ محمد بن راشد نفس هذا السؤال، كيف يمكن له القيام بكل هذه الأعمال بكفاءة واقتدار؟ فكان الرد بأن تنظيم الوقت، كفيل بأن يعطي كل عمل حقه». ويزيد القرقاوي «وهو ما أسير عليه وأجد وقتي غير مزدحم إطلاقا»، تابعا بذلك خطوات أستاذه الشيخ محمد.

القرقاوي قاد وأشرف على تنفيذ العديد من المبادرات والمشاريع بما في ذلك مدينة دبي للإنترنت، ومدينة دبي للإعلام، ومهرجان دبي للتسوق، ومفاجآت صيف دبي، وبرنامج محمد بن راشد لإعداد القادة. كما قاد برنامج دبي للأداء الحكومي المتميز الذي حقق تحولاً نوعياً في أداء الحكومة وعزز من موقعها كنموذج إقليمي للتميز.

أطلق القرقاوي جائزة دبي للجودة، التي تدعم عمليات التميز في مختلف شركات ومؤسسات دبي. وعلى المستوى الإقليمي، القرقاوي هو رئيس مجلس الإدارة المؤسس لمنظمة القيادات العربية الشابة. كما يتولى القرقاوي منصب رئيس مجلس إدارة مؤسسة محمد بن راشد آل مكتوم، التي تمتلك وقفاً بقيمة 10 مليارات دولار. شغل القرقاوي سابقاً عدة مناصب مهمة، من بينها الأمين العام للمجلس التنفيذي لحكومة دبي، الذي يتولى قيادة عمليات تخطيط وتنفيذ استراتيجيات حكومة دبي في مجالات التنمية الاقتصادية والاجتماعية. كما تولى منصب رئيس مجلس إدارة هيئة دبي للاستثمار والتطوير، والعضو المنتدب في مؤسسة دبي للإعلام.

وللقرقاوي إسهاماته المتميزة في مجال التنمية الاجتماعية، حيث قام بتأسيس مركز دبي للتوحد، واتحاد الإمارات لرياضة المعاقين، وكان قد شغل منصب نائب رئيس نادي دبي للمعاقين.

حصل القرقاوي على الوسام الملكي المغربي من العاهل المغربي محمد السادس، والجائزة الأميركية للأعمال من المجلس الأميركي للأعمال بدبي.

القرقاوي لا يفضل لقب «معالي الوزير» ويفضل أن يناديه الناس «محمد» أو «أبو سعيد» أو «القرقاوي»، ولديه أيضا ابنتان هما آمنة وهي الكبرى، وروضة. وعندما سألت القرقاوي، كيف تجد وقتا تقضيه مع عائلتك، أجاب بأن لديه وقتا طويلا يقضيه (يوميا) مع العائلة، مضيفا «لا أجد أية مشكلة في تنظيم وقتي ما بين العمل والعائلة، وهذا ما أفعله ولم أتذكر أنني قصرت في أداء واجباتي العائلية». ومن مكتبه في الدور السادس والثلاثين في المكتب التنفيذي، يطل على دبي، ويرى من بعيد المنطقة التي كان يقطن بها وهو صغير، ويقول «كلما جلست مع محمد العبار (رئيس مجلس إدارة إعمار العقارية)، نتذكر كيف كنا صغارا نلهو نلعب، وغاية طموحنا أن نتقلد منصب مدير إدارة، قبل أن تسير بنا الحياة إلى ما نحن فيه.. إنه الطموح والجد والمثابرة تصل بالانسان إلى آفاق غير منظورة».

وقبل أن أغادر مكتب القرقاوي، وهو بالمناسبة لا يتجاوز مساحة مكتب موظف صغير بطاولة صغيرة وطقم كراسي لأربعة أشخاص، ويقول إنه لم ولن يغير مكتبه هذا، دخل علينا شاب صغير لا يتجاوز الأربعة عشر عاما، سلم القرقاوي أوراقا مرسلة له من موظف آخر، وعجبت من تشغيل موظف بهذا السن في منشأة تتبع حاكم دبي. وعندما لاحظ القرقاوي استغرابي، دعا المراسل الصغير وقال «هذا سعيد ابني، يعمل من سنتين في الإجازات كمراسل، عمل قبل سنة في مهرجان دبي للتسوق، والآن في عطلة الربيع يقضي إجازته بالعمل مراسلا لدينا». استأذن سعيد مني ومن والده، عفوا رئيسه، ولم أسأل لماذا ابن الوزير يعمل مراسلا، لأني، وأنتم أيضا، عرفنا الإجابة.

وإذا كانت «عين» الشيخ محمد بن راشد، هي التي اختارت القرقاوي ليكون ضمن فريقه الإداري بالإمارة، ثم فريقه الاتحادي عموما، فإن القرقاوي يعترف بأنه لم يأت لأي من المناصب التي تقلدها ليبقى فيه طويلا، «عندما أعمل في أي موقع أدير العمل على أساس أني غير موجود طويلا، لذا فمن الطبيعي ألا أبقى طويلا في أي مكان، فالعمل المؤسساتي لا يحتاج مني البقاء طويلا في أي من المواقع التي عملت بها».
